I have no right solution for you so i'm just gunna take some shots in the dark here-
for one, i have to talk about instillation. Is installing skins simply a matter of dropping them into a folder or a specific path? IF SO, you may want to see if even your path is correct, is it possible the DEFAULT skins are overriding your custom skins. Which means, should u delete default skins, or even drop your custom skins where default goes, REPLACING THEM.
Next> Is it possible the path you are dumping the skins into is a 'default' path, and that when you load DOD:S as knockers that 'knockers' has 'his' own private custom folder? So possibly, a 'guest' may see the skins, but you using your username do not because there are default skin settings in your custom folder? or in simpler words, are your personal settings overriding the skins?
Try to find where the default skins are located. try to BREAK DOD:S. Have you ever had the problem where u load DOD and textures like walls or floors are checker patterns? Try to break DOD:S so when you load the game all textures are checkers, this means you found where your skins are. Now, undo the delete of all the textures, and drop your skins in there.
These aren't really technical responses, this is just me trying to help. So possibly none of these may work, but i hope they do and i wish u luck buddy
