Download speed

I have been getting very awful download speeds on my PC ever since Christmas break. I used to have high speed, nothing wrong internet but now my download speed is at .45 mb/s. Watching any videos, especially on youtube, takes ages. I don't believe it is my internet as I checked my laptop and it runs quick. I am thinking about reformatting but I don't want to have to go thru all the trouble. Any suggestions?

Also, try to power cycle your modem and router.

I scanned with AVG, nothing there. I probably will reformat or take it to best buy if not.

unplug the power on both wait 30 sec plug in modem let it load up then plug in your router again.

They are both connected to the same power strip, just turn off power, unplug both, plug modem in then router?

Im just gonna reformat, but I cannot find my Vista disc anywhere :/ Also, can you guys tell me with partition to delete and what I have to do when reformatting? I have Vista 64
