So I just put together my new rig and bought a noctuna cooler.
The cooler comes with two fans, a 140 and a 120mm. Well the 140 sits
in the middle of the cooler itself and when i power on my machine
the fan acts like its trying to spin but just bounces back and forth but if i unclip
the fan and move it out of the case and leave it plugged in it spins right up.
any thoughts?

Is it this cooler? If so its Noctua, not Noctuna. Make sure the fan is not getting stuck on part of the heatsink.

Check if the fans are working against each other.

Or maybe you should try another power plug.

Dno if by "bouncing" you mean that the fan speeds up alittle, then slows down and repeats
itself that way.

its hard to describe. its almost like the fan hits something then bounces back then keeps on trying. Im thinking the fan might be bad cuz i switched it to another port and it still did the same thing...

Sucks that shoould happen to your $86 beauty. Can u mount the cooler both vertical aoticednd horizontal? When you remove the fan from the cooler and spin it up outside do you have it positioned the same way as it was in the case ? I noticed the other day while cleaning my case that one of my Scythe fans mounted to my U12P had some play in the blades, like you could move the fan a few millimeters back and forth from its housing and was making an annoying lil buzz. So i remounted vertically . Either way, stick another fan you have laying around in there til you get that P14 back. You can either run it off one fan for now if you like.
