Help with Css and Tf2

I've been playing like this for a while, and want to find how to fix it.

First for css
When i join , i load , it takes awhile , then when i get to the motd, with the "ok" at the bottom, and it freezes.Also when it freezes, when people are talking it goes into like a repeating sound of what they said. I have to ctrl,alt,delete and exit out of css till it works. It takes like 10 tries to not get it freeze and can play. If it doesnt freeze , and i choose to go to another server. It happenes all over again.

For tf2
Same thing happens but when i load, on the "retrieving server info", i wait like 5-10 min everytime then it gets to the motd. Right after, it happenes like the Css thing. I freeze on the motd and wait , and have to go to task manager [ ctrl , alt, delete ]

Any help/tips would be great !

Are you sure all your drivers are up to date?
How long has this been happening for?
What are your computers specs?

Its been happening since aug 2008. I didn't bother then , but then it gets annoying , and im pretty sure my drivers all up to date . I'm looking for the computer specs . It might take a min

Have you tried reinstalling the games? And making sure all your drivers are up to date would help too. Oh and this also could be an internet problem, what is your ping usually when your in game?

When was the last time you wiped your computer and started from scratch ?

Yes , i have tried reinstalling it . I'm pretty sure there up to date, and usually its around 30-50 on css , and around 50-90 for tf2
