I changed my wallpaper, and then my screen went blank, then came back up. I got this message

Should i be concerned?

I read something on the Steam website that if it happends when you try to play a game then most likley it's your Anti-Virus' fault.

Wasnt a game. I think it was just a random crash to be honest

Not any more concenered then when I found I had a Trojan called RelevantKnowledge or RlvKnlg.exe and it was making my computer slower and slower until finally it would just not work anymore and it was trying to acsess my skype.
