so... I'm surprised no one asked the OP.... what kind of "programs" he wants to create... that's kind of important before everyone goes off saying "learn this, learn that"
Nice catch, we all kind of "went off topic" talking about it and never stopped to ask the OP what he wants!
If he wants to learn awesome web design then c++/c# and even java aren't that useful (few pages use actual java, just javascript). Then the htlm/css would be a good start, then learn javascript, then php/mysql. you'll need all of that to make good web pages with a lot of functionality. After that might wanna look into flash/action script.
To expand on this thought, if the OP wants static content then HTML/CSS/JS is all he really needs. If he wants dynamic content then PHP/MySQL/HTML/JS/CSS. Learn HTML first, CSS/JS is very easy, then move on to PHP.
I have been working with web design for over 7-8 years and I use mostly PHP/MySQL/HTML. CSS and JS have only a few lines usually.
If on the otherhand you want to make applications, then the question is what platform do you want to target? windows? Linux? If it's windows I would actually recommend c#, it's a lot easier to make gui's in c# than c++ and c# still gives you the majority of the control that c++ does.
C# and Java are both rather simple when it comes to GUI's. VB is probably the easiest since you can see it while you're making it but you can't really do much with it.
