Nope, it actually goes in your :\Program Files\Steam\steamapps\yourname\day of defeat source\dod\materials\console folder.
But, you can't just throw a jpeg in there - it needs to be a .vtf file. Here's my background, I love it

Oh, and I'm really glad to see someone finally made a good MKII skin! I would definitely use it.

very cool, i only played w/ them a little while but i can tell a big difference. All the players are darker and the weapon details are fantaxtic, I like it. My only creative criticism is that the allied and german flags are similar in color and i got confused at first, before the green vs. the red was very clear cut and easy to distinguish at a glance. Very awesome keep up the good work.
