If you need a photo editing/manipulation product such as Photoshop and do not want to cough up 700 bucks, you should get The GIMP. In my signature all those images were made by me in The GIMP. For free photoshop alternatives it is the best.
1.) First go to www.gimp.org
2.) Look for the GIMP for Windows section on the left of the page
3.) Click the link called Automated Installer
4.) On the left of this page look for Stable Version, click.
5.) First download the GTK + 2 Runtime Enviornment and install
6.) Next, download the GIMP for Windows, and install
