if you want to download PB update Bad Company 2 without using PB setup.exe
which you have to manual download PB update on this link:

You Must Download those files if you want to maunal download pb:
PunkBuster (Heroes) Security Files
The following files are only needed if your PunkBuster doesn't update by itself. Right click the appropriate link below and choose "save as" to your "pb" folder - make sure the file you save is saved with the filename shown below.
For Players Filename: pbsec.htm +
For Admins Filename: pbsecsv.htm +

How to Auto-Download Punkbuster

Look for Windows 3.4 For All Windows Games PBSETUP once you click it it will bring up Secrutiy Code Type it up and click download.
Where you saved it at? i put mine on my download folder in D://
once you click PBsetup.exe it will pop out as PB End User License Agreement
give you a choice " I Disagree or I Agree" when you click I Agree it will give you new windows like this
Click Add a game it will give you a game lists from AA2 to SOFII.
a example for this screenshot
once you click add game then select Check for update the 3rd Box of PBSetup
it will download all of punkbuster files into your PB folder for your games once it done.
ti give you a message saying no new updates needed. All verison are up to date.
+ you need to download for manual update

try use this http://www.evenbalance.com/index.php?page=pbsvcfaq.php -this is punk buster service it help you to install pb service into your computer, it just install drivers into your computer for punkbuster, you can install,reinstall and uninstall the service. PBsetup automaticlly install service in your system anyways
