I thought this was against Steam's ToS.

Could've sworn it was, a couple of people from my old clan got banned from STEAM entirely for it.

Or maybe it was trading accounts..?

This is against the Steam Terms Of Service and is actually illegal. On top of that it is in the wrong forum category, it should be in "sell/trade listings". However because it not being allowed really should not be anywhere.
