Actually it was a time thing, whoever registered first. If you found a old copy, you'd still get a new steam id. There were ony 999 3 digs's, 9999 4 dig's, etc. Those are all used up, can't get one that already exists.The low steam digits means you've transfered your counter-strike from retail and registered the key with steam.
All though Junk is right low digits means veterancy and people noticed long id's ment you where a noob (pardon cs term) and people even though they played counter-strike from the day of the switch to today and did not register a cd key from there retail box copy but instead purchanced steam stores veterans still regard them as newbies, so they've hunted down a retail box version of counter-strike 1.0, css is 2.0 cs on steam is 1.6 and they registered that copy with there steam account and recevied low digit steamid.

Wow, that means that you would have had to have purchased it that morning of the launch. Like Christy said, she bought it the day of the launch but she had to work and by the time she got home from work and bought it it was already up to 5 digit, is that right Christy?

but on some wiki theres a timeframe for the steam id's and how long each digit length was available. But I believe most of the 1/2 digits are all just test accounts or valve employees and 3 digits are beta testers.
