Well, after consulting many people about this the past few days, I've decided to make a post about it here and see if any of our intelligent computer minds can come up with a solution.

What is commonly referred to as the "looping sound crash" is occurring. Basically, the system cuts off, the screen goes black, and a sound loops from in-game of about 1 second over and over until you hard shut-down (ie. flipping the power switch) the computer. (cntrl alt delete and cntrl shift esc are not possible -- entire system hangs)

This occurred recently when I went from Win 7 Beta/RC to the actual Windows 7. I have actually had this problem in the past but I was eventually able to mitigate it or have it occur less frequently. Now I essentially crash every 15 mins or less of gameplay, even on older Steam Games like CS:Source. I should note that this only happens with Steam Games from what I can detect. (If you've seen me in vent I've been playing the new StarCraft2 Beta and I play it for hours and never crash).

Some basic system specs:
Intel Q6600
Gigabye EP45-UD3R Mobo
8 GB RAM
ATI Radeon HD 3870
HT Omega Claro Plus Sound Card
Zalman Cooler
650 Watt PSU

The system has been defragg'd twice within the last 48 hours.
IDLE CPU Temp cores are around 38-42 C and under load reach no greater than 60

Some things I have already done that I can remember:

Page pool memory has been increased (basically anything you google about "looping sound crash" within the first 5 pages has been checked and attempted)
Drivers have all been checked and updated that I can think of.
Steam was completely uninstalled and re-installed, along with all of the games.
No anti-virus program is running that might interfere with memory usage.
Computer has been checked for viruses/malware, etc.
Have tried to overclock and underclock CPU, and adjust various graphical settings on my ATI card.

I know I'm leaving out a few commands that were given to me to run in cmd by Scrappy and Toilet--- however, I cant think of them at the moment.

Any help on this would be most appreciated, thanks.

I had this exact same thing. Drove me nuts.
Solution: RMA video card. (I think it was buggy VRAM)

Good luck.

im inclined to just get a new one at this point, but what's curious to me is I'm able to run non-steam games without ever getting this error/crash

Oh trust me, there were a lot of "curious" things.

I could be wrong, but in my case, I wish I had spent less time "troubleshooting" (ie trying to tweak my way around it) and had just RMA'd the card sooner.

^^

im assuming you mean does the screen show white blots or artifacts related to the GPU

in which case the answer is no

the screen just goes completely black, and the sound loops

no keyboard functions will work (i tried hitting enter twice tonight as a reccommendation by another member, but to no avail, nothing i know will reset the computer other than a hard shut off and turn back on of the power grid

Im sure someone already sugested, but did you tried to reinstall the Win 7? Vista had that kind of bugs too...

Did you try google searching "ati and intel sound loop crash" may get more specific results to your rig, some people say you have to boost the fan speed of your card before gaming..

yep, ive reinstalled win 7 twice and 2 different versions of it now (enterprise and ultimate)

@ NUFAN,

its a steam issue of some sort (or at least im pretty sure it is) - the fact that I can run newer, more modern games yet crash after playing counter-strike or tf2 for tells me its an issue with anything i load off steam --- I could very well be wrong though, but the fact that I can run Crysis with no issues at all for hours is a bit... puzzling.
