Official Answer From EA twitter: Veteran only runs on servers that allow it

Missing medic equipment or the imfamous m1 garand? I had this problem til I accidently entered a public server that had the veteran setting on. So to answer some questions why you have the gun unlocked or do not have the Defibulator for the medic because you have veteran status 2 or more then you need to be in a server that has this setting to allow veteran.

For this to unlock, can you just register one thing on the veteran site? Or is there a prerequisite?
 
I have veteran rank 7 and was sad it would never show up, thanks for the clarification!

I have veteran rank 1, unlocked it, used it on release day, but since haven't been able to select it. Maybe its because I only play on eGO servers though. My Garand still shows up un-grayed though.
 
I could never get any of my cd keys to work, it kept telling me my cd key had already been used....
 
yeah me too it kept saying this cd key was already used. Dont know what that means. Luckily I was able to remember my password for BF2 and unlocked it with that one lol. As far as the defibrilator you need to just unlock it. Kind of stupid if you ask me but meh.

I had the same problem with my Road to Rome, Secret Weapons, and Vietnam keys....I went to chat with ea and they added all of my games to my account in about 5 minutes ^.^

They will be able to fix you up...

This is SO STUPID! Why would they even put this up if they don't get the benefits every where?
