Actually ps elements is like $60. I think it's basicly the same thing as PS7

Get photoshop CS2, it's old but its much cheaper than the new ones and I use it, it's one hell of a good image editor

Start with GIMP then go on with Photoshop, I used GIMP, and now well, I use Photoshop
