I get a really bad stuttering issues, it almost makes it unplayable.
And it only happens online.

Excuse me, but by "stuttering", is it the same as being called "jumpy"?

Where you hop all over the place, lagging?

And if it only happens online, have you tried any network configuration that may apply?

I could record a video, if it would help.

Or from your modem to a router to the Computers?
I'm gonna assume you have broadband and not dialup, please correct me if I am wrong.

If you do indeed have a router, can you tell me what brand and/or model/S:N it is?

For example, I run a Linksys WRT54GS Speed Booster Wireless Router, Version 4.2
Note: On most routers, that kind of information is supplied on the bottom/side of the router.

I am connected directly from my computer to the router Qwest provided. I will go check that now.

Open a web browser like internet explorer or Netscape. Enter the ip address of your router in the address bar of your browser. In the picture above the address bar has http://www.google.com in it. Just replace all of that with the ip address of your router. By default the ip address should be set to 172.16.0.1.

BF2142 has specific ports you have to open to ensure proper gameplay/no lag.

After you have navigated to that page, please look around for something along the lines of Port Forwarding.
Based on my previous assistance, I trust you'll do no harm.

Anyways, these are the ports according to official EA Support.

Warning: By opening these ports you can not hold I/eGO responsible for any type of damage that probably won't, but has the chance to occur.

I suggest you open them individually to minimize great risk, this ensures that you only have the port(s) you need open.

For example, I'll only do UDP ports 1024/1124 to see if it lags still. If it DOESN'T, I won't open anymore of those ports. But if it does, I'll open 18000.

Opening UDP ports are going to be the most likely culprit for reducing lag, since TCP is a reliable connection it won't be used for sending client/server information relating to gameplay.
