For INS?

Usually you do " bind <key> <command>"

w/o quotes

Go to your Insurgency folder, then the CFG folder and under the file 'autoexec.cfg' (you may have to make the file if it doesn't show) you type in this kind of format:

bind "f3" "kill"


So basically, bind "character" "command"
