Well depending on your graphics card, which could be outdated, you may have set the settings too high for it to handle.

Reinstalling CS:S would probably help.

If the game looks bad you could also try changing the resolution instead of the graphics card settings. To change the resolution while in game:

Go to Options->Video->Resolution
Try messing around with the different resolutions and see what works for you.

Hope this helps

Umm, if you have an autoexec that you use, if you dont know what that is you probably dont so you dont have to read.

If you have an autoexec with an fps script inside it, it could be setting the settings to really low and turning off all of the eye candy you want and also it can set your name if the right commands are inside of it. To just check, go to Computer>Drive(where CSS is installed)>Program files>Steam>steamapps>username>counter-strike source>Cstrike>cfg and if there is an autoexec there Id recommend you delete it or if you need it, at least change the settings you dont like.

Sorry if that was confusing, but if you dont have one, this is probably not the solution

Can you please take a screenshot for visual aid of your problem?

Thanks!

if you set the dx_level through the set launch options for CSS then none of your graphical changes will save...ever (thats why it isn't good to do it through that).
just make sure the set launch options is clear, and again depending on your video card you can use different direct x levels, but set it in console with mat_dxlevel XX
