Windows 7 lag on 1.6

okay here's the deal my video card fried so I've been playing CS 1.6 until my new one arrives it was running just fine then I installed win 7 you would think this would help on integrated video performance...for some reason I'm getting INSANE lag spikes up to 750 i've installed all drivers and the like and reinstalled 7 a clean install...nothing helps ANY help would be greatly appreciated

I've had a similar problem and found out the new Win 7 update is messing with my AMD chipset and is causing it to spike to 100%. You may have to perform a xperf and find out what is causing the lag. You shouldn't be using on-board graphics with Windows 7, excluding laptops.
Especially since most of the on board ones are between 32-256, memory wise, excluding laptops.
