Looking for a Good Video Card to run BC2 and Grand Theft Auto IV

The problem is that the single core he has would kill it playing BC2. No matter what graphic card he gets.

Very true. Even my C2D has some difficultly keeping up at times, and that's with it OCed to 3.6GHz.
Either way, Toasteddude is correct. We can really help you without your current specs and a budget. "Cheap" is very subjective.
YES, BC2 can utilize 8 threads . Pure awesomeness , well at least for those who own an i7 . BC2 scales very well with overclocking, forgot where the article was but it was something like +40 frames with a stock i7 @ 2.66 overclocked to 3.8 .
Find a cpu supported by your mobo and as for the GPU, check your craigslist for a sweet deal.

A single core CPU will run neither BC2 or GTA4.

9800 GT. It's not cheap, but it can run both games on medium and medium-high pretty well. The 9800 GT was cutting edge about a year and a half ago, it's the card I'm currently using, getting reasonable frame rates, and maxing out source games easily.
