New Server Settings

UPDATE: 5/13/10

All servers have Team Balance Enabled now
Rush Rotation and Conquest both have Killcam back on... now all settings are default and wont show as hardcore in server browser.
Added Nelson Bay to Rush Rotation
Added Laguna Presa and White Pass to Conquest Rotation so that all vehicle maps are represented.
