Different Small File Icons are None Existant

[Sharp_Shooter]

Hey guys. I'm having trouble with my icons on Windows 7. All the small icons of different files are not showing up, mainly folders and some other files. I've searched around on google but no one seems to have a clear answer on to how to fix this. I tried a System a rollback but no difference. However on the other hand the medium to large icons work.

I'v provided two images to show the difference between the medium/large icons and the small ones

Have you used any other 3rd party Icon application?

ie; Icon Packager.
