CPU Fanspeed issues

So my fanspeed for my CPU is always at 100% although my CPU core temp is always between the range of 36C-55C.... I just installed the new heatsink today but this was happening with my stock heatsink. The only way i've been able to turn down the fanspeed is by using SpeedFan but I want it to be automatic like it should be. Anybody got any troubleshooting tips? Thanks in advanced.

EDIT: Would updating my drivers or chipsets fix the problem?
 
The setting is in the bios. Browse around for something called "CPU Smart Fan" and make sure it's enabled, should be there with something like "System Smart Fan", etc.

It's recommended (by me) to buy a 3 pin fan and always run it at 100%, load temps are brought down a lot more and most of them aren't nearly as loud as stock coolers.

Can you post a link of your new fan?
 
I'll take a look through my BIOS but if not i was about to update it.

and this fan running at 100% is pretty loud. and its not much of a difference between load temps because i ran my fan at 100% (~2500RPM)and it stayed around 35~40C and same thing if i ran it at 65% (~1400RPM). I just want it to bump up to a high fan speed as the CPU gets hotter.

EDIT: so I enabled the Smart fan and its still making the CPU fan run at 100% and it wont let me change the starting value's of the fan speed.

also is 35-40C a high temp for a Phenom II x4 940 to idle at?

EDIT2: so I got it to work now but still curious as to whats a good running temp for the Phenom II x4 940 @ 3.0GHz

For idle that seems a bit higher, BUT, there are more things to take into consideration. What case do you have? How many case fans? Are you using the stock thermal paste on the CPU cooler? I have many fans in my computer as well as a full tower case. I use Arctic Silver thermal compound for thermal paste and at idle my CPU sits at 25c.

I don't think 35-40 is to worry, but what are your temps when playing a CPU intensive game?
 
my PC Specs

i have a CoolerMaster Storm Scout (LINK) there are 3 fans in the case

I used about a half a tube of Arctic silver 5 when applying my new heatsink (LINK)

I dont think this really makes a difference but I have an 8800GTS, 950w Corsair PSU, 2x2gb 1066MHz, 3 HDD (1-1TB, 1-750GB, 1-160GB)

and I ran Prime95 for like 5 or so minutes and my core temp didnt go above 55C
I'm about to set a test run and leave prime95 running for about an hour and see how it is after.

EDIT: Test results after prime95....

didnt get to an hour but i wasnt out for that long. (went to get some food while test was running)
low temp: 36C
High temp: 57C

Not really a worry. Check your bios, it has a warning that let you know when a conponet gets too hot

You didn't quite need that much thermal paste, the least amount of thermal paste you can possibly use but still get it all covered is the best amount.

The reason being is, what you really want in a perfect world is metal on metal contact, sense we don't live in a perfect world the metal isn't smooth and can't contact it fully. The thermal paste is to fill in those voids, so when you use too much thermal paste you are actually loosing effectiveness.

Your temps are fine the way they are so I don't think you'd have to re-apply but its just some food for thought.
 
Half a tube is WAY too much. Expect some heavy cleaning whenever you take your heatsink off again.
 
What motherboard do you have? Maybe I/we could guide you to the right settings ;)

And if the CPU is installed 1-4 days ago, you might need to wait for the thermal paste to start working like it should. If I remember correctly, almost (almost!) all thermal paste needs some time to work.
 
i have a biostar TA790GXB A2+

but it doesnt let me manually change the settings for when the fan turns on and off and all that other mumbo jumbo.. so its at default right now.

and yeah i installed the new heatsink on 6/9 so its fairly new.

I'm not sure what you mean, but I mean that once a hardware peripheral gets too hot (CPU, NB, SB, etc) the system will notify you or shut down at the specified temperature.
 
In the BIOS theres settings underneath the CPU smart fan option. The three settings are Quite, Performance, or Manual. I can run a diagnostic test on my heatsink and the BIOS will automatically pick something thats good for quite/performance but if i select manual to enter in these values myself it wont let me select it. I.E. I want the heatsink to turn on at x degrees but i cant select it so its stuck at the default 20C.
