The CPU is definitely a big issue here. Pretty much anyone with a Duel Core, unless their graphics card is amazing, is going to be at a disadvantage opposed to having a Quad Core.
The best advice I can give you is follow some tips from Duality's
Performance Guide and try to increase FPS there.
