Because Morgan fits the description of it and the person that made it wanted valve to use it, look at the forms the one i linked, it has 102 pages it looks like valve lisend to the comunity and made the gun.

I believe the consensus is that the attachment is not a scope, the shotgun is not Morgan but the design is loosely based on it, and that the shotgun isn't really hidden, and is in fact quite clear in the HD video.

at first i thought the poster was valve but i guess the gun could be valves revamped version of said posters gun instead of being an old run down shotgun they chose to go with a more classy like an vintage shotgun old but not necessarily run down just old school, and who knows its stats valve may have changed it from the posters ideas for game balancing or what not
