Ultra low FPS

I was playing CSS when I killed a player and noticed that I my game was going slow so I checked FPS and found out I had about 10 FPS constantly so I asked around and then tried DODS and I had the exact same result, does anyone know how to fix this?

I also recieve this message in console and I wanted to know if it has anything to do with it

Unable to remove c:\program files\steam\steamapps\stinginggore\counter-strike source\cstrike\textwindow_temp.html

What are your specs?
Are your video card drivers up to date?
Have you defragged/scanned for viruses lately?
Go to Steam's Game list >Right click on your game>Properties>Local tab>Defrag and Verify Game Integrity.

Those are some quick ones to start with.
