So i can't play tf2 bc of "lag" i don't think its lag b.c i have a latency of 71-108 normally in TF2. On my monitor the game is slow while my reacions are fast . They are not in synch. So if a shot a bullet, the bullet would come out 10 seconds later. Theis doesn't only affect me while TF2 it affects me when i play other games and even watching youtube. Its everywhere! Screen lag maybe . I don't know. Can anyone help me? Thanks in advance!

The issue is most definitely on your local machine then, and I'd go so far to assume it's a hardware issue. Could you please post your CPU type (and clock), RAM Amount, and graphics card model? Thanks.
