Game Compatibility for Elder Scrolls: Oblivion

My brother, play WoW just fine on the following system and wants to know if it will be good enough to play Elder Scrolls: Oblivion and Shivering Isles expansion:

Dell Optiplex 360 Intel Pentium Dual CPU E2200 @ 2.20GHz 2.19 GHz, 2GB RAM, 32-bit Operating Sys.

Windows Vista Home Basic, sp2

I haven't played the game myself but I do know that it's a beastly game to try and run when your character is outside. He may be able to play it with lower settings just my guess even with out knowing his graphics card. But I'm going to say he may get like 35-40fps max when his character is outside. Just my guess.

512 MB system RAM
2.0 GHz processor
128 MB video card
8x DVD-ROM drive
4.6 GB hard disk space
