I wonder what Valve has planned for the Engie update, since they specifically stated that they like to do something new and change it up with each update (first Sniper update turned into Sniper vs Spy, then the War update introducing the competition, what will Engie get?)

But that isn't very conclusive, as due to the fact that the largest period of time got you mercenary medals, and the majority of active players have mercenary medals, so it would make sense if it was random, that most of the Golden Wrench folk have the mercenary medals.

it dosnt use the same drop system as other items and there is only 100 of them

When its dropped it goes across all connected servers and says someone found it. Most players bearly have any hours on tf2. Like the 1 lucky player with only 63 hours of tf2 time.
