fallout 3 cant level up

Fallout 3 cant level up?
I have like 700/200 xp for level 2 im on the computer but the level up screen doesnt come up at all here is my load order and mods i have more than enough xp but cant level up plus im in megaton with no enemies around what do i do to level up to level 2?

Don't you have to rest once you hit max xp to gain your level? Sleep for like 12 hours or something.

If it's the same as The Elder Scrolls: Oblivion then yes you have to rest in order to level up again.

It isn't, you just level up when you hit max XP, no sleep.
And I'm not sure what to do about your issue though.

Try running Fallout 3 without all of the extra stuff. It should work, since nothing is interfering with the original gameplay

You'll want to turn off Broken Steel until you're about to beat the game anyway, but I'm pretty sure you're supposed to level up as soon as you leave Vault 101, so I don't know. Restart maybe?

Try disabling any mods that modify weapon damage. That's what did it for me.

You could use the built in console and just use a cheat code to level up, but Im not sure how that might effect the rest of the game.

You do not need to rest

Fallout 3 is notorious for glitches like this, and I'd consider you lucky it happened at level 2. One game of it I was playing, I got out of the vault, jumped a fence, and ended up stuck in a permanent crouch. I did that for about a level and then just restarted, but I even once ended up in a winless situation at the jefferson memorial at level 18. I'd recommend just restarting.
