The CS:S Servers are currently in the process of being updated. Until that process is finished you will not be able to connect to the servers. Thanks for your patience while this unscheduled maintenance is performed. There is no ETA for completion at this time.

I would say its just catching new bugs. It's going to be like this for a while since the update is fairly new.
