Windows 7 Ownership of a file

It needs explorerframe.dll (which I successfully deleted in safe mode trying to run a process :P.)
What I need now is to know how to use the command prompt for moving files. Halp?
 
Don't worry, I found out how to use it.
So I type in the file, and where to move it, and it's like
HERP A DERP WHAT FILE YOU TALKIN ABOUT.

I fixed it!
The problem seemed to be TeraCopy.
Hm. It seemed like such a good program. Pity I won't use nor recommend it now if you plan on doing anything besides moving non-important files.
