Steam.exe/hl2.exe gives my comp half second lagspikes

I fixed my problem in this thread however it's left over a few things.

A) Sometimes my speakers/sound goes into slow motion and starts playing sound @ slow motion during a computer lagspike.

B) Steam.exe/HL2.exe literally lag my whole computer for half a second at a time.


could you help?
