She was absolutely a legitimate judge until she retired. What she does now, as do all "judges" in court shows, is arbitration. People either get payed to have the judge arbitrate their case, or they come because they don't want to pay legal fees. The results are legally binding because both parties agree to the whatever decision the arbiter makes beforehand.

So, in what we consider a judge, she still is one. Just not one on the US court system anymore.
