Technically, a group of soldiers outside of a formation would need to receive the command FALL IN before they could be inspected. When the commander wants to dissolve the formation he or she would give the command FALL OUT or DISMISSED. So, I think the joke is two-fold: one, the soldiers are idiots for jumping out, but they were confused idiots because their commander gave the wrong order.

Definitely seems like an Axis thing to do
