tl;dr
Ventrilo is a communication device. Ventrilo is also a tool used by eGO as a whole, especially Leadership. It gives Leadership ideas of who is active, who is helping out, etc. In fact, I got vent promo'd to my O a couple of months ago. This should give you an example why using Ventrilo is exercised so much. Now, I'm not speaking for anyone in this text, but rather the data I've collected over time since my arrival in February. This is a great example of why you should be in Ventrilo:
Leadership1: Hey, I've seen Mike in Ventrilo a lot. Every time I go into his channel, he's always helping someone out, encouraging team effort, and has fun. What rank is he?
Leadership2: I believe he's an e. He's actually a very good candidate for eG.
Leadership1: Well ****, wanna vent promote him? I haven't been active that much in servers lately, but I've seen him quite often on Ventrilo.
Leadership2: Sure, let's do it!
Obviously, a metaphorical example..I'm sure there's a lot more added..But one, none the less.
Edit: To put an end to the "Leadership disappears". Leadership never disappears, we just don't have their eyes. Trust me on this one, they see a lot more then we do.
Edit2: Language issue: Stay out of the Rated R rooms. I only inhabit the Rated R rooms due to my extreme language. Rarely will you see me out of the Rated R rooms and if you do, I'm on my best behavior. If someone is dropping all types of swears out of the Rated R rooms and it offends you, simply tell someone of Leadership in Ventrilo, problem solved. In my personal opinion, if you come to the Rated R rooms to complain about language, you don't need to be in here to begin with. Everyone has to have an outlet and mine is the Rated R rooms.
Edit3: Drive issue: Experience a game with me and a lot of other people, we'll give you drive. When I enter any server, I have fun with everyone and anyone. Pub members, eGO members, Leadership, even trolls. Yes, trolls, as long as they try and troll me, I get my entertainment out of it.
