Good build for Lux

Ok i just got Lux and i need a good build for her, any one know one?

That's an Ok guide for her. But with her abilities, priority is your E but you want to get Q first. So priority after first lvl is R, E, W, Q,

The champion spotlight video for her had a great example of items you should buy for her.

You probably want to get full cooldown reduction as soon as possible. Cooldown reduction runes, 9/0/21 masteries and your choice of 25% cooldown reduction item.

No, no, and no.

Her spell cooldowns are long and thus she benefits most from cooldown reduction than any other stat. That is a fact you can't argue. Rylai's is a bad item on her, all it gives is a 15% slow on her ultimate, her e already slows, and Q doesn't need to slow because it already immobilizes people.
