Levels don't mean anything. It's an artificial modifier people use to make others think what they have is more valuable than an identical item. Same goes for Vintage.

It means it's older than some other vintage weapons. I forget when the patch was when they stopped assigning random levels to drops... a few months before the mann-conomy update, maybe a year?
