TF2 lag issues

Ok if you look at my sig below, it has all the important stats ya need to know. Ive been recently getting alot of lag on our servers. Ive noticed my ping is fine (generally around 20-30), so im thinking its gotta be my video card. Earlier tonight I tried lowering all my settings to the very lowest & seems to have gotten worse. I am in the process of setting aside $$ for a possible gtx 460. Any other ideas?
 
The constant patching and other things have ruined TF2 optimization. It's insanely CPU intensive, so especially with yours the FPS is going to start to chug a lot.

A upgrade in a new video card won't do anything for tf2. It was originally made for 32 players in the first place, and now they are just adding more stuff to the game, and everyone is getting worse fps.

Try not playing on instant respawn servers, verify/defrag your game, defrag your harddrive, update video drivers, scan for viruses etc.

<-- Q6600 @ 3.0ghz and 5870 and it still dips into the ~40 fps in 32 player servers, and it's really noticeable. The multicore isn't true multicore. If you were going to upgrade something though to get more FPS in tf2 it would be your proccesor, and not your video card.. (went from 8800 to 5870 and saw no increase in FPS) you have a kinda low end dual core with a low frequency, so tf2 is even worse.

Also, it's possible that your ISP is falling behind. Ping really doesn't say much about your connection. Ping is just the time it takes for a single bit of information to travel from your computer through the series of tubes to the server and back again. This is primarily distance from the server because of that whole speed of light thing (why Euro players typically have pings >150) but can also be caused by poorly routed networks by your ISP.

If your ping is normal/low and you're having bad problems like other players stuttering or hit boxes not registering then what's probably happening is your ISP is choking. Try speedtest.net and see what's going on. If your game is receiving 5Mb/s but your download speed is less than that, some of that information will be lost/delayed. So before dropping some cash on new parts, check your connection and router and call up your ISP to see if they're screwing around with something.

Ive also recently noticed that my primary hard drive partition is almost filled up. However, steam is on my 2nd partition, which is a lil over 50% filled up. I think part of the issue is the primary hard drive. I have this software called G-Parted, which im sure you guys have heard bout. My question is can I possibly take some hard drive space that hasnt been used on the 2nd partition & move it to the 1st partition to give it some breathing room? I am also planning on going to Target on Black Friday morning & getting their 2tb hard drive (itll be on sale). Also once I get a 2nd job, im gonna set some $$ aside to upgrade the cpu (if that is indeed the prob).

Any other ideas?
