Its in a zip as an attachment to this post, its a vtf file and it goes in:

%SteamDir%/steamapps/%username%/team fortress 2/tf/materials/vgui/logos/

and

%SteamDir%/steamapps/%username%/team fortress 2/tf/materials/vgui/logos/UI/
