Yup, we've got some amazing American timed events too!
No specific events, but not all events either. All competitive events (Class vs Class, Around the World, Worst Event Ever), but not all "just for fun" events (Monday Madness, Edgegamers Hour, Late Night Fight, Wacky Weekly). For the "fun" ones it depends on what we have available at the time, and if there is a good situation to hand one out (like we may during minigames or for being the top scoring player on the server or in a round).

But basically this, we give them out to winners of minigames, events, and those who perform certain random tasks. For instance, in the middle of a Monday Madness I may say "first person to find and kill me gets a Hounddog! (Elvis Style Heavy Hat)", and then I trade it to the first person to kill me
TF2 still is fun! The hats add to the wacky/silly feel of the game!
I personally only have two hats that I wear, White Bill's Hat (from L4D), and the White Fancy Fedora on my spy. I then have one copy of every weapon that I use, I have donated all of the rest of my weapons, hats, nametags, paint, dueling minigames, etc to eGO for use in Events, Recruiting, Awards, and more!
Because they are fun. They're silly little things that allow you to customize your character to your liking and be noticed out of the crowd. This is from the same game where you can smack people to death with a fish after covering them with a bottle of milk, or running around yelling POW! HAHA! and pointing at people your finger at people to kill them. This game isn't meant to be taken seriously, and neither are the hats in it! Its all about having fun!
Of course, the competitive side of TF2 is still very much alive, and still very active. But the majority of the game is not that sort of atmosphere.
