the community maps were generally submitted to the community before they became "official".

my point being you cannot recieve $$$ unless it's an official map. which means valve decides weather players may donate to specific map makers (by making them official).

if they did not need to be official to recieve $$ then players may donate to the map maker of thier choice..simple.

I don't think it's Valve's intention to tell certain people that they can't have money just because their map isn't an "official" map. They look for maps of certain quality and add them to the official part of the game, making them available with every installation of the game. They were already giving people who made items payouts for a percentage of what they made on items sold in the store, why not give a payout to the mapmakers who have maps that were added officially to the game?

Besides, if they were to give every "map" a stamp, don't you think the stamp list would get mighty long. Maybe sometime in the future they'll add a "Map Store" or something where you can choose maps to download, and have an option to donate money, but besides that, I only see maps that are officially added to the game having the chance to have a map stamp.

If you're concerned about getting donations for your map, I'm sure you could set up a donation PayPal and people would pay some change for you. Don't make Valve out to be a bad guy just because they're giving a couple map makers money (willfully given from the community) for maps submitted and deemed good enough to officially be added to the game.

tl;dr version: achievement farm maps/yellow maps do not warrant being showered with money over.
