The event is exclusive to soldiers and is open to the public, however, all participants must be MAUL verified in order to play in the tournament.

The event will be coordinated through Ventrilo, which you must have in order to participate, and will be hosted on our TF2 Event Server.

How do the people not in eGO become MAUL verified? Just through that form?

Not sure if anyone pm'd you or not yet. But they need to register to the site first, then get the email confirmation. Then they need to click maul at the top, then my game ids, then put the steam id in there. To confirm it they need to join an eGO server. After that they will be maul verified.
