Yea it is, but people working for them isn't free. And instead of hiring more people, they are taking this route which will give some people access to putting "marks" on people. And knowing the internet, we are gonna get some bad apples.

Whats cool about this system is you get ip for voting with the majority so its a way for people to farm ip by helping out the community and not just sitting in bot games!
