Probably not going to happen. CS:S gets constant updates so there is no need when valve just updates it.

I think i heard about a thing a while back, i forgot what it was called, it was basically a HUGE makeover for CS:S as in, all new weapons, new skins, old maps made current, more customization, etc.

probably a fake rumor.
there was a fake rumor going around a while ago about a new CS but its not true, unless they are keeping it a secret.

As a side note, Valve currently has no plans to release a new CS in the coming future. As someone stated before, CS:S gets constant updates, so they'll stick with that for now.
