I was given an assignment about outsourcing, I know what the term means btw. Ok this is what we are suppose to do:

PROJECT 1: Outsourcing Pros

Assume that you are part of the management team and you have been asked to justify outsourcing of the assembly process of your product to China. The outsourcing will be a combination of local and off-shore. (All staff in the assembly process will work for the outsourcer.) The goal is to place a small staff of no more than 6 individuals from the US at the plant in China. Your job is to justify the movement of the assembly process to China. Look at all the aspects of the process including sourcing (which is primarily in China already), financial, quality, customer service, and community reaction. The Board of Directors is waiting for your supporting document. This is an internal company document.

My part in the assignment, which is the one I need help with, is about the requirements of the 6 people staff that are going to be working in the plant in China. I don't have any experience in business or corporation environments so I don't know which kind of employees should I send to the China plant, in terms of an executive, general manager, or just regular assembly employees?

From experience, sending an executive, general manager, or high-up employee is far beyond your best option. The work which is done on the ground level should be performed by those with both the personalilty and skills to succeed in an adverse and challenging environment. You can look at this in two ways, send employees with the BEST performance, and/or send the employees with the best attitude and personalilty.

Managers tend to look at employees in a couple key ways, performance or people. Who is the best person, or who has the best stats. I like the consider employees that are in several departments of a business, which help it function. Who has the ability to learn and teach new employees. Patience, skill, dedication. What will get you the best exposure for what you intend to learn, where will it have the most influence and benefit in your company, and which employees can provide this.

Watch the first episode of the first season of Undercover Boss, its on Netflix. The CIO of Waste Management goes undercover in his business, and sees the reality of working in a company such as his. Seeing the day to day with regular employees changes his perspective and outlook on many SOP's in his company that can be improved. Might be beneficial for you to watch in this case. Anyway, this is is no way definative, just a step in a direction, hope it helps.

Send higher level employees.

Lower level employees may not mesh with the local work culture. Higher level employees may have a higher chance of responding well to culture training.
