Try removing your local files and redownloading them. Don't know what else it could be.

Sounds like a graphics card problem to me.

1) It could be overheating
2) Drivers might not be installed properly.

Try checking your temperatures of your card with a suitable program.
Also, check for driver updates. If you have an ATi card, you can do this through steam. If you have an NVidia card, you just download the .exe off the website.

Update your drivers, that looks like it is your problem.

Yes, you really need to update your graphic drivers.

If you have an ATI Card. http://support.amd.com/us/gpudownload/Pages/index.aspx

If you have a Nvidia Card. http://www.nvidia.com/Download/index.aspx?lang=en-us

Select your card and your OS and download them..

If you have an ATI card you can also use the steam ATI driver update tool instead.

Your using an intel graphics card? Are you on a laptop? That's an integrated card, can you post which one you have? Check windows updater for any option updates, some might apply for it.

Well, that didn't work, and not only that, it's not computer specific, it's GAME specific, I can play Half-Life 2 just fine, but CS:S, HL2M, TF2 and G-Mod all have this problem AND I UPDATED MY DRIVERS!

CSS > Right Click > Properties > Local Files > Verify Integrity and Defrag

Other than that, since it's just CSS, you could try re-installing.
