Nowhere in the blog post does it restrict number of entries.
Companies have gone to court to avoid paying out to entry spammers, and have lost for not having such restrictions.

I saw the generator thing at almost 98k so I watched it and pushed it up here and there over the course of a few hours.
The person is claiming I used a bot program or something to generate it as such a speed and not that I had done it multiple times.
I never cheated which I am being called out on. I physically did the logging in and out part myself.
I just don't like that I am being called a cheater when I have tried talking to the owner of the site giving evidence that I did not use 3rd party software etc. and still no response.

In my opinion, this guy knew people would do this. He should have made it more random (like drawing from a pool of people using random.org generator, etc). I agree with Prisoner - it seems like he figured out a way to back out at the last minute.

There was a guy I heard of who took advantage of the system before "limit x per person/household" became popular.
He'd find local contests, which often by law require you to be able without purchase by mailing a SASE, self-addressed stamped envelope as an entry.
I can't find his name ATM, but I know he won decent amounts of cash, a new car, and more. This would have been... late 80's, early 90's.
Problem is, this guy isn't an easy target to force to pony up. It's not like he's a corporation that announced a prize.
I would CONSIDER contacting Steam about his refusal, since he is connecting himself to their company. It's not good business to call customers cheaters and liars, and renege on a promised prize.
At the very least, he's committing libel by calling you a cheater and DIRECTLY linking to your steam profile, asking others to "yell at you". Steam and most others would consider that harassment, which is against the TOS.

Hey guys, I just looked through the steamcommunity.com site's source code... It looks really iffy. Especially the login form code that emails your info off to some address. Not to mention the domain names are registered to completely unrelated entities. It sets off all kinds of alarms in my book.
I recommend you change your password now if you used this.
