It's not that big of a deal, you can only buy a XP boost/IP boost and a 520 skin on sale, or 520 champion on sale (Why would you ever buy a champion with RP, I don't know). This seems like a clever way for Riot to make the ragers happy, and get more RP sales because of 350 being too little to buy anything other than a boost or skin on sale.

But then you can look at the people that already have RP and just needed
that little bit more without wanting to spend $$$.

I've actually calculated that if you buy the RP $35 deal, then get the Digital
Collectors pack, you get back RP; then you have just enough to get the
7-page rune book thanks to the extra 350 RP.
