All 1.6 but I play source for kicks and gigs nowadays.
First of all, when you are in a pub, you don't treat it like a scrim, those guys that go 30-5 are doing one of two things. (lets take office for example since it seems to be played a lot).
1. They stay in the projector room while the majority of the people are thinned out, something you have all likely noticed is that nades and flashbangs have been vastly improved (overpowered in my opinion) since 1.6, and a simple flash bang to nade stack can take out your entire team. So what they do is stay in projector room and let everyone get prenades out of the way so he can avoid unnecessary damage. Once it is closer to a 5v5 to 8v8 situation, the player will begin to setup angles, he will post up in one spot with the aimer preset to headshot height (make sure you have proper interp at cl_interp .01 - .03) Once he gets a few kills that way the flashes and nades will start coming so he will move. Then he begins snap shooting, peeking random points of interest and doing one shot bursts. This is where practice comes into play, when you get good you only need .2 of a second to get a head shot, and quick snap shooting becomes important. On top of that, correct placement of his own flashes and nades will do the rest. You need to learn especially in source even more than 1.6, that letting people come to you where you are already setup to shoot is a huge advantage, this is because Source lowered the learning curve and quite frankly made it easier to kill each other. I would like to add, this type of player is not actually that good, he just understands the game enough to compensate for what he is not good in.
2. The other type of person is those that are beastly enough to just straight up play you in pubs. Those are the guys that you think have wall hacks and aimbot just because they seem to kill you before you are even around a corner. They aren't cheating, the wallhacks part is sort of touched on by the OP but it also has a lot to do with the fact that you will just learn what people will do while playing CS. Pub players are extremely predictable and good players know what you are going to do. They also have incredible aim, not because they are cheating, but because they have played against some of the best players in the world, and you learn that if you are playing at that level, if you don't instaheadshot, you are dead. Thats where there is nothing but practice.
A couple more things to add, to get a really good score in a pub, teamwork doesn't matter at all if you are truly good. If you are still bad, then yes, stick with the pack. The pack will only slow you down if you are good.
Make sure your rates are right guys, this kills so many people starting out.

rate 25000 or 30000 depending on internet.
cl_interp .01-.03 depending on preference.
