Warning error in CS:S

i need some help with my CS:S i just put the resolution in 1660 cause i don't know what to do so it says "Failed to create D3D Device" and i gotta do something with the Cfg file.

I'm not sure why you weren't satisfied with the default resolution, however instead of tampering with the config file I've found it easier to alter resolution or giving windowed mode ect from the advanced options in steam.
